The Home Office’s October 2025 Statement of Changes delivers the most wide-ranging updates in years. Timelines span late 2025 to early 2027 and affect students, graduates, employers, and high-skill applicants. Below is a plain-English briefing with effective dates, who is impacted, and what to do now.
Headline Changes at a Glance
Graduate Route reduced to 18 months
Effective 1 January 2027.
Most UK bachelor’s and master’s graduates will receive 18 months (down from 24). PhD/Doctorate takes 3 years. Applications submitted before 1 January 2027 keep the current 2-year grant.
English requirement raised to B2
Effective 8 January 2026.
Skilled Worker, Scale-up, and High Potential Individual (HPI) initial applications must meet B2 English (A-Level equivalent). This applies to new applications from that date; extensions made under current grants are not in scope of this uplift.
HPI route widened and capped
Effective 4 November 2025.
Eligibility expands to non-UK institutions ranked in the top 100 of at least two of QS, THE, and ARWU (annually assessed). A new cap of 8,000 places applies. Exclusions can be made on national-security/foreign-policy grounds.
Botswana was added to the visa national list
Effective 14 October 2025 (15:00 BST).
Nationals of Botswana now need a visit visa (and, where relevant, a Direct Airside Transit Visa). Prior ETA bookings made before the cut-off remain valid until 25 November 2025, subject to conditions.
Immigration Skills Charge increase expected
Target mid-December 2025.
The ISC is expected to rise by 32% to £1,320 per sponsored year for large sponsors and £480 for small sponsors/charities. Consider accelerating Certificates of Sponsorship where possible.
Student and Graduate Highlights
Higher maintenance funds for the Student route
Effective 11 November 2025.
Inside London: £1,512 per month
Outside London: £1,152 per month
Transition from Student to Innovator Founder
Students who have completed higher education in the UK can start working on their business while switching into an Innovator Founder, streamlining the move from study to entrepreneurship.
German and EEA/Swiss school groups
Effective 11 November 2025.
German school trips (groups of 5–19 pupils) may enter without a visa or ETA. EU/EEA/Swiss school trip participants can travel on national ID cards.
System-Wide Structural Reform
“Part Suitability” replaces Part 9
Effective 11 November 2025 (phased across routes).
Refusal/cancellation grounds are unified under Part Suitability. Overstayer exceptions are integrated here, bringing consistent terminology and decision-making across Family, Private Life, Study, Work, and Settlement routes.

What Employers Should Do Now
-
Review hiring plans: Factor B2 English from 8 Jan 2026 into recruitment pipelines for Skilled Worker, Scale-up, and HPI.
-
Budget for sponsorship: Model the ISC uplift and total five-year costs; where feasible, assign CoS before the expected mid-December increase.
-
Talent attraction: Use the expanded HPI list strategically, but plan around the 8,000 cap and higher English standards.
-
Audit policies: Update right-to-work guidance, offer letters, and internal trackers to reflect the new suitability framework and dates.
What Students and Graduates Should Do
-
Intend to apply for the Graduate Route in 2027? Aim to submit before 1 January 2027 to secure the full 2 years; otherwise, plan around 18 months.
-
Target skilled work early: Align your job search and offer timing with the B2 English requirement and employer sponsorship lead times.
-
Entrepreneurs: If you’re launching a venture, consider switching to Innovator Founder directly after study; prepare endorsements and evidence promptly.
-
Financial planning: Ensure you meet the updated maintenance thresholds for Student applications from 11 November 2025.
FAQs
Does the Graduate Route change affect current grants?
No. Existing grants remain valid. The 18-month rule applies to applications made on or after 1 January 2027.
Will dependants face new English rules now?
The B2 uplift announced applies to main applicants in specified work routes from 8 January 2026. Further proposals for dependants are signposted for future rule changes.
Can graduates still move to Skilled Worker later?
Yes. The policy intent is faster progression into Skilled Worker or other long-term routes. Ensure you meet B2 English, occupation, salary, and sponsor criteria.
What counts as “top 100” for HPI?
An eligible university must appear in the top 100 of at least two of QS, THE, and ARWU during the specified annual window. The list is published yearly and is now subject to a cap.
How does Part Suitability change refusals?
It centralises suitability grounds (e.g., deception, unpaid public debts, relevant criminality) and moves overstayer exceptions into one consistent framework across routes.
